Capability is part of governance

A policy depends
on capable people.

Every Responsible & Ethical AI effort should build the capabilities its permissions and safeguards depend on. This is a HumanSkills recommendation for institutional practice.

A person asked to review an AI recommendation needs the knowledge, judgment, time and authority to do it. A student needs learning that develops capability as well as access to a tool.

Include practical preparation and evidence of readiness in the implementation plan from the beginning.

Match capability
to the role.

The relevant test is what someone can do in the situation their institution asks them to handle.

Boards and leaders

Frame the institutional purpose, question evidence, understand consequential tradeoffs and hold the right people accountable.

Evidence of readiness: A discussion of an actual use that identifies the decision, evidence needed and responsible authority.

AI task forces and specialist reviewers

Interpret requirements, examine information flows, test claims, compare options and prepare a defensible recommendation.

Evidence of readiness: A reviewed campus case with reasons, conditions, uncertainty and escalation.

Faculty and academic teams

Design learning and assessment, explain permitted assistance and evaluate what a student actually understands.

Evidence of readiness: An assignment and assessment showing both appropriate AI use and the capability the learner must retain.

Staff and service teams

Protect information, recognize errors, use human judgment and recover or escalate when the system falls short.

Evidence of readiness: A realistic task completed with a difficult exception and a usable route to help.

Students and workforce learners

Use AI deliberately, verify relevant evidence, explain their own reasoning and demonstrate the knowledge and skills their field requires.

Evidence of readiness: Independent and AI-supported performances connected to learning and occupational expectations.

Build a practical
learning cycle.

Explain the responsibility. Practise a realistic situation. Give feedback. Demonstrate readiness. Provide support and revisit the task when it changes.

Human skills matter here because rules cannot anticipate every context. People must interpret purpose, evaluate evidence, recognize uncertainty, consider consequences and explain a defensible choice. Program and employer input should help identify the actual work students must be prepared to perform.

Course completion can support this process. Institutional assurance should also examine performance, access to help and the conditions under which people work.
